Understanding E-Government Adoption in Developing Countries: Evidence from Pakistan’s Land Management E-System
Abstract
The study was conducted to address two fundamental questions such as how it is possible to successfully implement the land record management information system (LRMIS) that is a pilot project initiated by the government of Pakistan in Mardan which is a city in Khyber Pakhtunkhwa province of Pakistan and what are the drivers and barriers for the adoption of e-government solutions in Mardan. To address the study questions, qualitative method was chosen., the study utilized semi-structured survey instrument to examine the drivers that supports and barriers that impedes the e-governance initiative. The instrument was semi-structured as it mainly included “wh” questions. Apparently, the reason behind utilizing semi-structured survey instrument was that it helps in time saving and less resources are required compared to conducting a survey using open ended questions. For this purpose, data from thirty citizens of Mardan via focus group discussions (FGDs) and nine employees of LRMS has been collected. Citizens were interviewed because citizens of Mardan are the ultimate beneficiaries of the LRMIS. Once all the data has been collected, template analysis approach using NVIVO software package was utilized to analyze the data. During the process of findings, first initial codes has been devised followed by sub themes and finally themes and categories. From the findings of the study, it was observed that there are several drivers and barriers that influences the e-governance initiative in LRMIS, Mardan. Most of the studies confirmed that those are the economical, sociocultural, technological, and administrative drivers and barriers that impedes the development of e-governance initiative
